What if fediverse instances had more liberal upload policies for media files, but only federated small media, leaving large media to be linked back to the original instance, so someone could upload a large file and have it just be linked in the toot, like https://toot-lab.reclaim.technology/hckrs.mp4 or something.

@gcupc @djsundog hmm, I think d.tube uses ipfs but I don't know how. Might be something to investigate.
