This article makes a good distinction between brutalism and what the author calls "antidesign". Brutalist web design lets a site be itself without worrying about visual appeal. Antidesign is intentionally bad in terms of both aesthetics and usability, often garishly. Wasting your time making a site extra ugly is against the ideals of brutalism.
